NOVA BASS ANGLERS
CONSTITUTION AND BY-LAWS
ARTICLE I - NAME AND PURPOSE
Section 1: Name - This organization shall be known as the NOVA Bass
Anglers Club.
Section 2: Purpose - To provide an organization for devoted bass
anglers who enjoy fellowship and competition. To promote an awareness
and adherence to all fish and conservation laws. Learn from other
members and strive to become better anglers. To support those club
members who earn a position on club teams to advance within the
Federation. Respond to civic responsibilities and promote and encourage
participation by the youth of this area.
ARTICLE II - MEMBERSHIP
Section 1: Eligibility of Membership - This organization is an open
membership to anyone willing to abide by club rules and rules of the
Bass Federation (TBF).
Section 2: Membership Requirements
A. Member must be at least eighteen (18) years old or have parents
consent.
B. Must not miss three consecutive club functions without notifying
someone in the club. If this occurs, notify the club president.
C. If required, be willing to help in fund raising activities and
support the mandatory club functions to maintain TBF certification.
Section 3: Membership Dues and Fees
A. Annual Membership Dues and Fees - All members are required to be a
member of FLW, which is the angler’s responsibility. TBF
National fee: $15.00. (Yearly, collected in December) Virginia State
Bass Federation fee: $20.00. (Yearly, collected in November) Annual
Club dues: $60.00.
B. A monthly tournament fee of $25.00 to include lunker pot fee of
$5.00 will be collected at the launch site the morning of each club
tournament. This money is distributed to the 1st, 2nd and
3rdplaceanglersforthattournament. 1st receives 5O%, 2nd receives 3O%,
and 3rd receives20%. Angler with biggest fish will receive 100% of the
lunker pot.
Section 4: The number of members in the club shall not
exceed 25.
ARTICLE III - OFFICERS, ELECTIONS, VACANCIES AND
ELIGIBILITY
Section 1: Officers and their Duties
A. President - Presides over all meetings and directs all official
business. Supervises all club functions. Appoints and directs committee
functions, and serves as head of the executive committee. Authorized to
sign checks for club.
B. Vice-President /Tournament Director - Assist the President in all
his activities and preside in the absence of the President. As club
Tournament Director, supervises and directs all tournament activities
in accordance with the club's by-laws and tournament rules.
C. Secretary/Treasurer - Maintains an accurate written record of
business activities of the club. Maintains an accurate record of the
club's finances collects all monies and pays all bills. Accomplishes a
roll call of at all meetings, maintains records, and publishes
membership rosters and current angler standings. Authorized to sign
checks and spend up to $25.00 without club approval. Maintains an
accurate record of membership participation and standings for each
tournament and presents the results to the President at the following
meeting.
D. Weigh Master - Assist the Tournament Director in his
responsibilities and controls weigh-in activities at each tournament.
Section 2: Executive Committee - Shall consist of the three club
officers listed in Article 1, Section I
Section 3: Elections - Club officers will be elected annually at the
December meeting.
Section 4: Term of Office - The term of office shall be one year
beginning January I and ending December 31. With the exception of
Sec/treas. which will be a 2-year position. Sec/Treas. shall be dues
free in exchange for services.
Section 5: Vacancies - In the event of an office becomes vacant,
nominations shall be made from the floor and an election held to fill
the unexpired term of the individual vacating office at the regular
monthly meeting.
Section 6: Eligibility to Vote - Each club member is entitled to one
vote. Proxy votes are not permitted
Section 7., Appointed Positions
B. Youth Director - Club representative for functions dealing with the
youth in the community Coordinates events, dates, and times of youth
events the club may participate in.
C. Region Representative - Attend Region meetings and report to the
club on current areas of interest. Provide assistance with registration
of club members participating in region tournaments.
ARTICLE IV - METHOD OF AMENDING CONSTITUTION AND BY-LAWS
AND TOURNAMENT RULES
Section 1: Constitution and By-Laws - May be amended at any regular
meeting by a motion from the floor, a second, and majority vote of
members present.
Section 2: Tournament Rules - May be amended at any regular meeting by
a motion from the floor, a second, and majority vote of the members
present.
Section 3: Constitution & By-Laws and Tournament Rules - Will be
reviewed annually by the incoming officers and republished, as
necessary, to be in accord with changes made by the membership during
the preceding year.
ARTICLE V - MEETINGS
Section 1: Regular Club Meetings - Will be held on the first Tuesday of
each month at 7:30 p.m. Special meetings may be called by the President
at his discretion.
Section 2: executive Committee Meetings - the President at his
discretion may call Meetings.
ARTICLE VI - REVOCATION OF MEMBERSHIP
Section 1: An individual's membership will be reviewed by the executive
committee for possible revocation of membership action for the
following reasons:
A. Any reported or observed act of personal misconduct, unsportsmanlike
conduct, or acts resulting in public criticism of the club.
B. The Executive Committee will report findings and recommendations of
all investigations to the membership. A membership revocation under
Article VI, Section 1, paragraph A, requires a motion from the floor, a
second, followed by a secret ballot vote with a minimum of 3/4 of those
present voting to revoke the individual's membership.
ARTICLE VIl - CLUB STANDINGS, TOURNAMENTS AND ADVANCEMENT
TO STATE TOURNAMENTS
Section 1: Club Standings - Anglers standings will be determined based
upon the total weight accumulated throughout the year. For each club
activity (i.e., meetings, sponsor tournaments, fund raisers, etc) in
which a member participates, and additional 1/2 pound (8 ounces), will
be earned. Non-participation at any club event will result in no
additional weight being earned. Each angler’s total weight for
the year will be based on all scheduled tournament weigh-ins, minus the
angler’s two smallest tournament weigh-ins, plus all weight
earned for club participation.
Section 2: Club Tournaments - Will be conducted in accordance with the
current club publication of rules and regulations which clearly define
policy and procedures for conduct of club tournaments.
Section 3: Advancement to State Tournaments
A. Virginia Federation Mr. Bass Tournament - The top two anglers from
the previous fishing year will represent NOVA at the Mr. Bass
Tournament. If an individual cannot attend, the next eligible angler(s)
will be chosen in numerical order based on previous year standings. The
top ranked angler has the option to be a boater or non-boater.
B. Virginia State Six-Man Team Tournament - The top six anglers from
the previous fishing year will represent NOVA at the State Six-Man Team
Tournament. If a member cannot attend, the next eligible angler(s) will
be chosen in numerical order based on previous year standings. The top
three anglers have the option to be a boater or non-boater.

CERTIFICATION: The above Constitution and By-Laws were presented to the
membership for adoption, in its entirety, by a majority vote. It
supersedes all previously approved written or verbal policies.
